1. Taqwa (God-Consciousness)
(a) Leads with a deep sense of accountability before Allah.
(b) Bases every decision on what pleases Allah and upholds justice.
2. Adl (Justice)“Truly, the most honored in Allah’s sight are those who are most righteous.” — Qur’an (49:13)
(a) Ensures fairness for all: rich or poor, Muslim or non-Muslim.
(b) Never allows personal bias to affect decisions. The people around the leader should not be his relatives, but professional and experienced candidates.
3. Amanah (Trustworthiness)“Be just: that is nearer to piety.” — Qur’an (5:8)
(a) Views leadership as a noble responsibility from Allah, not an opportunity for personal benefit
(b) Fulfills promises and protects public wealth and rights.
4. Shura (Consultation)
(a) Encourages open dialogue and collective decision-making.
(b) Listens to the concerns and advice of wise individuals.
5. Humility (Tawāḍuʿ)“…And consult them in affairs…” — Qur’an (42:38)
(a) Does not seek praise or power, but serves with sincerity. Unfortunately leaders today do not serve the public, but only do publicity.
(b) Prophet ﷺ said: “The leader of a people is their servant.” (Abu Nu’aym)
6. Wisdom and Knowledge
(a) Possesses Islamic knowledge and worldly understanding.
(b) Acts with foresight and wisdom in difficult matters.
7. Sabr (Patience)
(a) Remains firm during crises or opposition.
(b) Does not react with anger or injustice.
8. Courage and Strength
(a) Stands for what is right, even when it's unpopular.
(b) Protects the weak and resists oppression.
9. Accountability“O you who believe! Stand out firmly for justice…” — Qur’an (4:135)
(a) Constantly evaluates himself in light of the Qur’an and Sunnah.
(b) Welcomes constructive criticism and public feedback.
10. Promotion of Good and Prevention of Evil
(a) Establishes prayer, charity, education, and moral values.
(b) Fights corruption, injustice, and social decay.
11. Social Responsibility:“They are the ones who, if given power in the land, uphold the prayer, pay zakah, encourage righteousness, and stand against wrongdoing.” — Qur’an (22:41)
A true Muslim leader cares deeply for every individual in society and works to fulfill the following responsibilities:
(a) Ensures every family is financially stable
(b) Guarantees every youth receives proper education
(c) Makes sure no poor person goes unfed
(d) Works so every home is safe and secure
(e) Establishes a society where every girl and woman is respected and protected
These are not favors — they are rights that the leader must uphold as part of their duty to Allah and the people.
